Paul Shivers, PE

Project Manager


Paul R. Shivers, PE, is a Project Manager responsible for planning, designing, and permitting water and wastewater facilities, collection and distribution systems. Paul also manages residential and commercial site development projects and has a detailed understanding of NC coastal development, CAMA, stormwater, erosion control, and wetland regulations. With 22 years of civil engineering experience, Paul has the technical and management background to consistently help our clients reach their project goals. Paul is a PENC Past President (Wilmington Chapter) and is currently serving as President of the Executive Committee on the state level. He is also an active member of the NC AWWA-WEA.


Paul is currently President of the Friends of Brunswick Town/Fort Anderson, which is the non-profit support group for the state historic site. This role complements his continued efforts to complete a detailed survey of the existing fortification to study the fort’s engineering and construction methods. Paul is also working with the Friends of Fort Caswell Rifle Range to provide a study with recommendations for interpretation and stabilization of a World War I era rifle range target pit and store house. Additionally, he plans to perform a detailed survey and fortification study of the Endicott Period coastal defense fortifications at and around Fort Caswell that were constructed in the 1890s.
