The Story:

The deadline was rapidly approaching for the sale of General Obligation Bonds to expand our client’s water system into two new districts in accordance with the will of voters. To secure the funding commitment in time, we had to quickly define a reasonable system expansion for each district, fast-track the preliminary engineering and design, and usher both designs through funding agency and regulatory review without delay. We used innovative survey techniques, creative drawing tools, and an expedited schedule to design and receive bids ahead of the committed bond deadline. HIGHFILL also oversaw construction for this project, which included nearly 80 miles of new water main, as well as a new 0.5 MG elevated storage tank.
