Tyler Highfill

Tyler W. Highfill, P.E.

Tyler W. Highfill, P.E., is the founding manager of HIGHFILL. He is responsible for the planning, design, and project management of major water and wastewater facilities including water supply, treatment, and distribution systems, wastewater treatment plants, and wastewater collection systems. Tyler also manages the funding, permitting, and environmental studies that accompany these major infrastructure projects. With 18 years of experience, Tyler possesses unique and proven skills to manage resources and lead project teams through complex technical and political issues.

In his spare time, Tyler enjoys spending time outdoors. He commits numerous hours in the community by coaching youth baseball, football, and basketball teams. When asked about what draws him to coaching, he responds, "The two things I enjoy most are teaching the fundamentals of the game and using athletics to prepare young men to be successful in life."

Ray Cox

J. Ray Cox, P.E.

J. Ray Cox, P.E., is Vice President and Chief Operating Officer for Highfill Infrastructure and leads our Wilmington office. Ray’s 18 years of experience include regulatory experience with the NC Division of Water Quality as well as consulting engineering. He is responsible for the planning, funding coordination, design, construction contract administration, and overall project management of complex water, wastewater, and reclaimed water infrastructure projects in addition to land development projects. Clients appreciate Ray’s can-do approach, open communication, and service-oriented attitude.

Away from work, he enjoys chauffeuring his kids to various activities, playing his guitar, and trying his best to stay fit.

Eddie Sasser

Eddie O. Sasser, P.E.

Eddie O. Sasser, P.E., is a Project Manager and is responsible for developing functional designs that meet regulatory standards associated with water and wastewater projects. He works closely with clients and coordinates communication with the subcontractor to ensure successful project execution and to be certain that all goals are being met. Eddie’s 15 years of experience include designing well water systems, water system modeling, planning, and designing public water system modifications, water main extensions, and well water system filters. Eddie is a member of North Carolina American Water Works Association and the North Carolina Water Environment Association (NC AWWA-WEA).

In his spare time, Eddie enjoys all things outdoors. His interests include golf, softball, fishing, traveling, church activities, chasing his kids, and watching the Wolfpack.

Paul Shivers

Paul R. Shivers, P.E.

Paul R. Shivers, P.E., is a Project Manager at HIGHFILL. He is responsible for planning, design, permitting and management of water and wastewater facilities, collection and distribution systems. Paul also manages residential and commercial site development projects and has a detailed understanding of North Carolina coastal development, CAMA, stormwater, erosion control and wetland regulations. With 14 years of civil engineering experience, Paul has the technical and management background to assist our clients to their intended project goals. Paul is an active member of Professional Engineers of North Carolina (PENC) and the North Carolina American Water Works Association/Water Environment Association (NC AWWA-WEA).

In his spare time, Paul enjoys traveling and outdoor activities such as boating, kayaking, biking, and camping with his wife Kara. He is also an avid history aficionado and enjoys reading from his extensive library and giving living history presentations.

Jeremy Allen

Jeremy A. Allen, P.E.

Jeremy A. Allen, P.E. is a Project Engineer for Highfill Infrastructure Engineering. He is responsible for assisting in the planning, design, permitting, and project execution of water and wastewater facilities, collection, and distribution systems. With 8 years of civil engineering experience, Jeremy has the technical knowledge and skills to efficiently deliver clients a high quality and cost effective product. Jeremy is a member of North Carolina American Water Works Association and the North Carolina Water Environment Association (NC AWWA-WEA).

In his spare time, Jeremy enjoys spending time with family and spending time outdoors participating in activities such as biking, camping, and kayaking.

Glenn Boyette

Glenn R. Boyette

Glenn Boyette is a Senior Field Technician with over 30 years of progressive experience in construction observation, coordination, and monitoring activities on numerous water and wastewater infrastructure and telecommunications projects in North Carolina. His responsibilities include review of shop drawings, material test reports, work progress schedules and reports, progress payments to contractors, job correspondence, and cost estimates in addition to construction quality verification. Glenn relates well with the various trades of construction personnel on a wide range of construction projects. He also relates to the affected public in an empathetic and professional manner.

Glenn enjoys assisting a group of men from his church known as ‘The Temple Workers,’ who build handicap ramps for the elderly in his neighborhood, and maintaining and making improvements at his church and home as well. Last but not least, he likes to spend several days in the fall catching speckled trout in the sound, creeks, and inlets along our coast.

Howard Kimbrell

Howard W. Kimbrell

Howard W. Kimbrell leads Highfill’s business development team. He brings more than 30 years of experience in finding ways to help clients in the Carolinas and Virginia find solutions to their water and wastewater infrastructure needs. As part of the Highfill team, Mr. Kimbrell is committed to bring to new clients the cost-effective solutions and exceptional client service and value that Highfill Infrastructure Engineering already provides to current clients. Mr. Kimbrell is very active in the water and wastewater industry and is currently the 2012 industrial committee chair of the NC AWWA-WEA. In the past, he has also served as a board member of the NC AWWA-WEA and as a national director of WEF.

In his spare time, Howard enjoys traveling to new places with his wife, Bobbie, cruising around Jordan Lake on his pontoon boat, and playing an occasional round of golf. Howard is also an avid aviation buff: he holds a private pilot license and enjoys going to air shows where vintage aircraft are featured.

Paige Highfill

Paige G. Highfill

Paige G. Highfill is a company officer and fills the role of Company Treasurer and Corporate Secretary. She holds a Master’s degree in Mathematics Education and spent six years as a math teacher on both the middle school and community college levels. She manages all payable and receivable accounts, payroll, and is our employee benefits administrator. Her attention to detail and ability to break down complex concepts into an understandable format make Paige a valuable asset to the team. Paige also offers CAD support and is a certified Notary Public in the state of North Carolina.

Paige enjoys spending time with her two sons and singing in the praise choir at her church.

Carolyn Carpenter

Carolyn J. Carpenter

Carolyn J. Carpenter is the Administrative Assistant for the Cary office location. She assists in the editing and formatting of company documents, designs graphics for manuals and proposals, manages the project database, and completes other general tasks around the office. In addition to these duties, she constructed and now maintains the company website. Carolyn holds a B.A. in Linguistics and German from UNC-Chapel Hill and is currently pursuing an M.S. in Technical Communication at North Carolina State University. She is also a certified Notary Public in the state of North Carolina.

In her free time, Carolyn enjoys reading news articles, novels, and how-to books.
